Your reporter was lucky enough to get an interview with Andy Lang, the man with the foiling mission:

Reporter: Andy, that's quite a machine you have there!
Andy Lang: That's right - This mutha's gonna bust up every no-good Cherub on da scene, y'knowwhadimean?
R: How are you going to control the foil? With a wand like the Moths do?
AL: I ain't telling you nothin' - ya'll only spill it all to my jealous rivals, and that would be no goddam good to me, y'knowwhadI'msayin'?
R: What about the rudder system? Can you tell me something about that?
AL: I ain't tellin' you nothin', so get outta my face before I pop a cap in yo' ass!

It seems we'll have to wait to know the details….
